OBJECTIVE

FOSTER THE IMPROVEMENT OF INFRASTRUCUTRE FOR COMMON SERVICES OF C4I SYSTEMS SUCH AS:

  1. Communications Management
  2. Security Management
  3. Systems Management
  4. Configuration/Deployment Management

Current military and ECMC operations are typically supported by a wide variety of technologies - from a device, application, and communications perspective. Each of these solutions to the requirements of command, control, and communications typically comes in its own stovepipe with limited ability to interact or interface. Each system typically is designed, constructed, and operated in a stand alone fashion using a variety of technology in a custom manner.

Security Management Work Area

Problem Space

New modes of operation are resulting in the need for new security concepts and requirements.

“…the need for interoperability with a plethora of different nations systems is a significant problem, particularly in the C4I arena. In the past, coalition operations were based on pre-defined groupings of nations under formal agreements, such as NATO.” – DII Master Plan

“We can never know with certainty when or where the next major theater war will occur, who our next adversary will be, how an enemy will fight, who will join us in a coalition, or precisely what demands will place on U.S. sources.” -- Report of the Quadrennial Defense Review

Statement of Need

There exists a need to develop a capability that quickly and efficiently establishes an accepted method for secure information exchange among Coalition Forces while ensuring that the security requirements of the providing source is maintained. This capability must support the concept of multiple security accreditation domains with each domain having its own internal policies and procedures. Each domain will need to enforce their own nation’s laws, regulations, policies, etc. internally, using some identity-based access control that mediates user access to information domains other than their own.

Action is expected to be in conjunction with the Security SIG.

Develop RFI in order to:

Baseline existing projects and activities (within and outside OMG).

Identify barriers/limitations to information sharing.

Identify key interoperability and operational gaps.

Develop short term/mid term objectives.
